-Reporting to the VP Engineering & Capital Investments, the Sr
Director, Capex Delivery will be responsible for and provide
leadership and direction to staff in the areas of capital portfolio
management and large project management. The role will develop and
deliver a medium-term capital investment strategy to prolong asset
life, maintain level of service goals, promote innovative and
sustainable solutions, and optimize the multi-faceted performance
of $3.4B of assets. Budget Responsibilities - $400 M per year of
capital investments. Veolia Utility Parent, Inc. with 15 Business
Units and fixed asset value of $3.4B.Primary
Duties/Responsibilities:Medium-term Asset Renewal Planning
- Oversight of the medium term capital plan preparations and
ensure the alignment with asset management policies, strategic
plans, climate resiliency and multi-faceted performance.
- Collaborate with Veolia technical teams to integrate expert
advice related to capex plans.Corporate Capital Governance &
Portfolio Management
- Develops, communicates, and implements capital governance
policies, procedures and standards to ensure effective and
consistent operations in line with shareholder objectives.
- Oversight of the medium-term and annual budget preparations and
prioritization of the projects in accordance with the capital
governance, asset management policies, and strategic plans.
- Business Owner for project and portfolio management tools and
processes, including planning and oversight for enhancement
projects.
- Responsible for monitoring and management of annual, and
quarterly capital investment among Utility Regions in accordance
with Governance framework and shareholder objectives.
- Support the Board or executive level reporting for capital
investment portfolio.
- Organize the development of design standards for the Company
and optimization of the capital investment program.Major Project
Planning & Delivery
- Accountable for Major Project (greater than $20M or high-risk)
planning & delivery, ensuring an effective and technically
outcomes.
- Provide technical leadership for technical and delivery
strategies for Large Projects (greater than $2.5M or high risk),
including proposed emerging contaminant regulations such as
PFAS.
- Leverage alternate delivery methods (EPC, Design-Build, CMAR)
and innovative bidding strategies to optimize risk management and
project performance.
- Partner with Utility Region leaders to ensure that Region goals
are aligned with engineering projects.M&A / Due Diligence
- Support the monitoring and management for acquisition budget,
including initial capital investment or enhancements to acquired
water or wastewater systems.
- Provide leadership for technical strategies and support
performing due diligence reviews or transition of new tuck-in
acquisitions.Leadership
- Direct engineering and project management functions (planning,
design and delivery), ensuring an effective and technically
qualified engineering organization.
- Collaborates with the Company's executive leadership to develop
and meet organizational goals while supplying expertise and
guidance on projects, operations, and systems.
- Motivate staff and provide performance feedback and guidance,
recognizing the role as that of both manager and support resource /
mentor.
- Identifies and organizes implementation of new technologies and
systems to improve organizational processes and
decision-making.
- Represents the company as a subject matter expert in
testimonies, conferences, seminars,
etc.QualificationsEducation/Experience/Background:
- Bachelor's Degree - Environmental, Civil, Mechanical or
Chemical Engineering.
- Registered Professional Engineer, required.
- Ability to interact effectively with multiple organizational
levels including the c-suite and board.
- Minimum 10 years' experience in the water/wastewater business,
in design and engineering.
- Minimum 5 years' experience in a senior leadership role.
- Experience working with a large multi-jurisdictional/state
and/or large multi-national water company.
- Extensive experience planning, engineering, and delivering
water supply/treatment/distribution projects; experience in
wastewater field is a plus.
- Managed an engineering organization responsible for capital
execution in excess of $50 million per year involving diverse types
of projects across multiple business units.
- Experience with environmental regulatory framework and
permitting, including water quality standards and compliance
requirements.
- Proven asset management experience in the regulated water
operations is a plus.
- Experience with utility regulators including support to rate
cases and providing expert testimony is a plus.
- Master's Degree - Engineering or Business Administration,
preferred.Knowledge/Skills/Abilities:
- Team leadership and experience building and developing
teams.
- Demonstrated ability to establish and foster productive
relationships with operational leaders and other key
stakeholders.
- Ability to interact effectively with senior management
including presentations, written communications, and internal
relationship building.
- Judgment and decision-making abilities that facilitate the
ability to achieve goals with a high degree of independence.
- Knowledge of Google Suite, proficiency in MS Excel, Project
Portfolio Management software skills are preferred.Required
Certification/Licenses/Training:
- Project Management certification or Asset Management
certification, a plus.Physical Requirements:
- The worker is required to have close visual acuity to perform
an activity such as preparing and analyzing data and figures;
transcribing; viewing a computer terminal and reading.
- Sedentary work and the worker sits most of the time, the job is
rated for light work.
- Ability to travel within service territories as
